Public-facing summary of who controls HORMUZ supply, what movements are allowed, and how the policy can change. Centralized exchange and aggregator reviewers (notably Kraken's distribution review and CMC's supply-quality checks) read this kind of document directly. It must stay honest, current, and signable.

2. Custody
- Treasury custody is single-signer on a Ledger hardware wallet. No multisig is currently in place. A multisig migration is a separate G-level decision; until then, the operator who controls the Ledger is the sole custody party.
- Seed material is held offline per HARDWARE-WALLET-SETUP.md. It is never transmitted, photographed, or stored digitally. Recovery procedure is verified quarterly.
- Deployer wallet retains no privileged role over the contract (immutable, no admin). It is treated as a regular hot wallet and is not used for treasury operations.
- LP / CEX reserve / Community ops wallets are separate from the Ledger treasury. Their addresses must be published on https://hormuz.meme/float.html before they receive funds.

Earmarks are intent. Circulating float only increases when a logged on-chain transfer completes.
5. Change procedure
Any change to this policy — including adding a multisig, rotating the Ledger, changing custody, changing allowed movements, revising float buckets, or moving the treasury — requires:
- A written update to this file showing the proposed change and the rationale.
- Matching update to FLOAT-PLAN.md and https://hormuz.meme/float.html.
- Pre-change snapshot of treasury balance + holders + LP state in LISTING-DATA-ROOM.md §6.
- Owner approval (gate).
- Post-change snapshot with the on-chain transaction hash.
- If any active CEX submission or MM engagement exists, the counterparty must be notified.
No emergency clause. Speed never overrides documentation.
6. Movement log
Every treasury outflow goes here in chronological order. This table is append-only — corrections are made by adding a corrective row, not by editing history.

7. Public commitments
- The project will not engage in wash trading, holder-farming, or any practice that artificially inflates volume or holder count.
- The project will not airdrop tokens to wallets without prior, recorded consent (no spam distributions).
- The project will not lend treasury tokens at undisclosed terms to MMs or any third party.
- The project will not pay for paid "fast-track" listing services or any service that promises a listing outcome.
- Holding tokens in the CEX reserve wallet does not mean HORMUZ is listed on any centralized exchange.
- If a third party uses the HORMUZ name or logo to imply a listing or partnership that does not exist, the project will publicly disclaim it within 24 hours.
